The National Capital Planning Commission (NCPC) in Washington, DC is seeking consultant services to prepare A New Pennsylvania Avenue Plan for the 1.2-mile corridor between the White House and US Capitol, the adjoining 40 acres of public space, and the adjacent blocks and intersecting streets.

Federal and local stakeholders agree on a new vision to transform the corridor into an inspiring public space destination for the city and the country, offering an unforgettable visitor experience, a venue for spectacular events, a vibrant amenity for city living, and a place for communal joy.

The New Pennsylvania Avenue Plan will be developed through two coordinated RFPs:

  • The first RFP was released in September and focused on the Implementation Program, including economic analysis, business case, stewardship, and public space and event programming.
  • The second RFP, the subject of this announcement, focuses on the Public Space Master Plan and Concept Design, including tasks related to the physical design of the right-of-way, parks, building yards, and infrastructure. It will be developed in coordination with and based on findings from Phase 1, and in compliance with the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), and Agency approvals.

Deadline: Friday, March 1, 2024 at 12pm Eastern Time

The two consultant teams will closely collaborate to prepare the New Pennsylvania Avenue Plan that aspires to capitalize on the unique and iconic attributes of this special public space to elevate its national profile, enhance the economic competitiveness and improve the quality of life in the nation’s capital.

A successful candidate will have broad landscape architecture, horticulture and botany backgrounds and ability or proficiency to teach plant materials courses such as Spring and Fall Landscape Plants and Indigenous Woody Plants of the Eastern United States. A successful candidate will also be expected to teach core design studios at multiple Undergraduate levels and employ a range of project scales and complexities. These might include ecological planting design, landscape restoration, or plant or ecosystem-focused capstone projects. A strong background in current sustainability practices and environmental topics such as pollinator decline, invasive plants, sustainable landscape management, or ecosystem service provision in managed landscapes is preferred.

Job Roles: Technology is at the core of landscape architectural work and is used in all phases of the design process. The BLA program seeks a Continuing Track professor to teach digital design. This position requires a candidate who has strong skills in visual communication, digital media workflows, and landscape simulation.

Additional areas of expertise should include foundational design principles, urban or regional design and analytics. This position requires an individual with teaching and scholarly or professional experience in digital landscape modeling, representation, and media in the context of contemporary landscape architecture design process and workflow. A successful candidate is expected to teach core design studios at multiple undergraduate levels that employ a range of project scales and complexities. The successful candidate will also lead refinements to a broad range of digital design and GIS instruction in the BLA Curriculum. Areas of scholarly interest might include novel approaches to representation and the pedagogy of graphic instruction, landscape visualization, and modeling, or visual communication and literacy for increasingly diverse student populations and audience types. Candidates must hold a LAAB accredited professional degree in landscape architecture and a terminal degree in their field of graduate study.

Key Responsibilities: 

  • Billing

Prepare and generate accurate and timely invoices for professional services rendered. Ensure compliance with our proposals, contracts, and rate tables.
Collaborate with various departments to assist with their billing process. Resolve billing discrepancies and issues promptly.

  • Accounts Receivable

Maintain and update customer accounts and records.
Monitor and track outstanding invoices to ensure timely collections. Work with clients to address and resolve payment discrepancies.
Generate and analyze aging reports to identify delinquent accounts.
Participate in a monthly collections meeting to provide updates on outstanding invoices.

  • Cash Receipts

Record and reconcile daily cash receipts in the accounting system. Process Credit Card Payments
Ensure accuracy in applying payments to the correct client accounts.
Prepare and deposit checks, electronic payments, and other forms of cash received.

  • Collections

Work with our Controller in managing a system collections process to reduce overdue accounts.
Communicate with clients to address payment issues and work with our Project Managers to negotiate payment plans or concessions when necessary.
Escalate unresolved collection issues to our Controller for further action.

  • Reporting 

Generate regular reports on accounts receivable status, billing performance, and cash receipts. Provide reports to our Controller for review.
Generate delinquent accounts report for the Board of Directors each month.
Provide Project Mangers with insights and recommendations based on financial data analysis.

  • Departmental

Filing
Scanning Documents
Handle Incoming mail and Outgoing Mailings
Miscellaneous supporting task to support the accounting area

Requirements:

A vehicle and a valid driver’s license

Qualifications: 

Proven experience in accounts receivable, billing, and cash receipts roles. Proficiency in using accounting software and Microsoft Office Suite.
Proficiency in using a project accounting system is a plus. Excellent communication and interpersonal skills.
Detail-oriented with a high level of accuracy.
Ability to work independently and able to effectively collaborate within a team.
Experience using the Deltek/Vision or VantagePoint project accounting software is a plus. Bachelor’s degree in accounting, finance, or a related field is preferred but not necessary.
